International literary events and projects
Subsidies are now available from The Foundation for the Production and Translation of Dutch Literature (NLPVF) for Dutch authors who are being presented in international literary events and projects.
Who is entitled to apply?
Literary organisations planning an international literary event or project may apply for a subsidy. The intention must be to present Dutch literature abroad or to create interaction between Dutch and foreign literature. National festivals may be eligible for subsidy provided that their international component is at least 20 per cent. Universities, schools and publishers are not eligible.
Who assesses the application, and how long does that take?
An independent committee of six with knowledge of the literary world meets once every two months to assess applications. The full application should be submitted at least three months, and at most two years before the event or start of the project in question.
What is the committee looking for?
An organisation’s artistic vision and professionalism will be taken into account when assessing the application. The quality of the participants (writers, translators, moderators), the range of appeal of the project and its potential prestige are also important. The budget and marketing plan should be drawn up clearly and in detail. In allocating subsidies, organisations from present and future member states of the E.U. and certain ‘priority’ countries will take precedence. The latter are determined by the Ministry of Foreign Affairs.
How much can you request?
The allocation will, in principle, be up to a maximum of 50 per cent of the operational deficit (income minus expenditure) as stated in the budget, and it will be no more than € 25,000 (which means that you will need another subsidising body or sponsor). Organisations relying on structural subsidies may also apply for a subsidy if they have an innovative, international plan not included in their regular budget. The amount of subsidy or sponsorship that the organisation hopes to receive from other sources must be stated on the application form. A breakdown of costs will need to be submitted at the conclusion of the festival or project; the definitive subsidy will be approved at that stage. Funding will come mainly from HGIS, a cooperative scheme aimed at international cultural events jointly set up by the Ministry of Foreign Affairs and the Ministry of Education, Culture and Science.
